Assignment and usage of radio frequencies/channels for broadcasting of radio and television programmes is regulated by The Law on Electronic Communications of the Republic of Lithuania (Official Gazette Valstybės Žinios, 2004, No. 69-2382), The Law on the Amendment of the Law on Provision of Information to the Public of the Republic of Lithuania (Official Gazette Valstybės Žinios, 2006, No. 82-3254) and the corresponding secondary legal acts.

RRT assigns radio frequencies/channels to broadcasters/rebroadcasters, holding a license, awarded by Lithuanian Radio and Television Commission according to the procedure, established by The Rules for the Assignment and Use of Radio Frequencies/Channels for Broadcasting and/or Rebroadcasting of Radio and Television Programmes, approved by Order No. 1V-155 of the Director of the Communications Regulatory Authority of the Republic of Lithuania of 6 February 2006 (Official Gazette Valstybės Žinios, 2006, No. 18-655).

RRT assigns radio frequencies/channels to senders according to the procedure, established by The Rules for the Assignment and Use of Radio Frequencies/Channels, approved by Order No. 1V-854 of the Director of the Communications Regulatory Authority of the Republic of Lithuania of 6 October 2005 2006 (Official Gazette Valstybės Žinios, 2005, No. 122-4382).

The radio frequencies/channels, foreseen to be assigned are included into The Strategic Plan for Assignment of Radio Frequencies for Broadcasting of Radio and Television Programmes (hereinafter referred to as the Plan). At present the Plan, approved by Order No. 1V-125 of the Director of the Communications Regulatory Authority under the Government of the Republic of Lithuania of 15 October 2003 (Official Gazette Valstybės Žinios, 2003, No. 100-4526; 2007, No. 18-709) and the Resolution No. 89 of Lithuanian Radio and Television Commission of 15 October 2003 (Official Gazette Valstybės Žinios, 2003, No. 100-4527; 2007, No. 18-709) is in effect.

Only radio and television broadcasting transmitters, satisfying the requirements, provided by The Technical Regulations of Radiocommunications equipment and Telecommunications Terminal Equipment, approved by Order No. 138 of the Director of the Communications Regulatory Authority under the Government of the Republic of Lithuania of 14 October 2002 (Official Gazette Valstybės Žinios, 2002, No. 104-4683; 2006, No. 5-189) can be used at radio or television stations.

In order to engage in activities of provision of cable television, digital microwave multi-channel broadcasting system, wire radio, radio and television programmes sending services to others there is no need to obtain the license and submit the notification on commencement of electronic communications activities. However the undertakings, engaged in the said activities, must, according to the procedure, provided in Part V of the Description of General Terms and Conditions for Engaging in Electronic Communications Activities, periodically, each 3 months, furnish to RRT the information on the executed electronic communications activities.

Broadcasters/rebroadcasters and senders pay fees for the services, rendered and works, performed by RRT. The procedure and tariffs of payment of the fees for the services, rendered and works, performed by the Communications Regulatory Authority of the Republic of Lithuania are approved by Order No. 1V-708 of the Director of the Communications Regulatory Authority of the Republic of Lithuania of 10 August 2005 (Official Gazette Valstybės Žinios, 2005, No. 99-3730; 2006, No. 144-5524).

A radio frequency/channel can be used only upon receiving the permission from RRT
