Quarterly Activity Report of the Twinning Project in Ukraine Presented

On 8 October 2020 the fourth meeting of the Steering Committee of the Twinning Project in Ukraine “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Areas of Market Access and Quality of Service Monitoring System” took place.

The following main results were achieved during the reporting period:

  • Training on the topic “Methods of Informing End Users About the Quality of Services” was organized. During the training, Lithuanian and Latvian best practices in the field of consumer information and education were presented: the tools of service quality measurement, Internet access speed, mobile network coverage calculation and other were introduced to Ukrainian colleagues.
  • Lithuanian experts drafted regulatory guidelines on mobile voice quality of service (QoS) monitoring system.
  • Guidelines for assessing and mapping the speed quality of publicly available mobile Internet services in Lithuania were drafted. The Internet access monitoring system developed by RRT was presented in website http://matavimai.rrt.lt. After applying this system to the Ukrainian market, Ukrainian colleagues tested this tool in practice.
  • Latvian colleagues continued to analyse the gaps in the regulatory framework for the electronic communications sector in Ukraine. Particular attention was paid to the provisions related to regulatory independence in the draft law of the National Regulatory Authority currently being prepared.

On 30 September 2020 the Parliament of Ukraine (Verkhovna Rada) adopted an updated Law on Electronic Communications. This law will reform the regulatory framework for the electronic communications sector in Ukraine, including market access and quality of service. Twinning project experts will advise the Ukrainian regulator (NCCIR) in drafting secondary legislation and implementing the legislative provisions in practice thereby aiming to bring the regulatory practice of electronic communications in Ukraine even closer to the best EU practice. The law is expected to take effect on 1 January 2022.

Since September 2019, the Communications Regulatory Authority of the Republic of Lithuania (RRT) together with the Latvian Public Utilities Commission implements the European Union Twinning Project in Ukraine “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Areas of Market Access and Quality of Service Monitoring System”. The aim of this project is to strengthen and improve the capacity of the National Commission for the State Regulation of Communications and Informatization of Ukraine in the areas of quality supervision of electronic communications services, access to electronic communications networks and their interconnection.

Project value: 1.3 million euros.
