CRA: LITHUANIAN POST FINED FOR NON-COMPLIANCE WITH QUALITY INDICATORS

The Communications Regulatory Authority (CRA) has imposed a fine of €184,489 on the limited liability company Lithuanian Post for failure to meet the quality indicators set out in the legislation.

According to the CRA, over the last few years, the quality performance of international priority correspondence mail sent between EU Member States has been consistently declining.

“The company failed to ensure the delivery of international priority correspondence mail between European Union countries within the set deadlines. That is why this year we have imposed a fine for non-compliance with the quality obligations in the international part”, explains Jūratė Šovienė, Chair of the CRA Council.

The CRA experts have found that Lithuanian Post, as a universal postal service provider, has failed to meet the quality requirements in the international part of the service in 2022 and is lagging significantly behind the other EU countries.

Comparing the quality indicators of Lithuanian Post with those of Estonia, Latvia and Poland, it can be seen that priority correspondence mail sent from Lithuania travels, on average, 16% longer to the EU Member States than that sent from Poland, 43% longer than that sent from Estonia and even 49.5% longer than that sent from Latvia.

Priority correspondence mail from Lithuania to some EU Member States takes more than 10 days, e.g. to Bulgaria, the Czech Republic, Denmark, Finland, Romania and Spain, while to Cyprus it takes about half a month, i.e. 14.8 days.

This CRA resolution may be appealed to Vilnius Regional Administrative Court within one month from the date of its receipt, in accordance with the procedure and under the conditions set out in the Law on Administrative Proceedings of the Republic of Lithuania.
