Continuing the cooperation with Ukrainian colleagues, RRT and Latvian experts shared their experience on end-user protection and electronic communications quality (QoS) monitoring system issues. The seminar held on 12 May 2021 was intended for the representatives of the National Commission for the State Regulation of Communications and Informatization of Ukraine, other state institutions, and electronic communications service providers.
The seminar presented:
- Importance of regulatory independence and benefits for market participants, aspects of regulatory funding.
- European Union legislation to ensure the protection of end-users.
- Regulation of consumer rights and legitimate interests.
- An overview of digital content services provided over electronic communications services.
- The process of imposing economic sanctions and methodologies for calculating sanctions. The methodology for calculating the fines provided for in the Law on Electronic Communications of Ukraine is proposed.
- Peculiarities of out-of-court dispute resolution and requirements for submitted documents and procedural aspects.
The seminar was organized within the framework of the European Union Twinning Project in Ukraine “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Area of Market Access and Quality of Service Monitoring System”. About the project: RRT together with the Latvian Public Utilities Commission has implemented since September 2019 the European Union Twinning Project in Ukraine “Strengthening the Regulatory Capacity of the National Communications Regulatory and Informatization Commission in the Areas of Market Access and Quality of Service Monitoring System”. The aim of this project is to strengthen and improve the capacity of the National Commission for the State Regulation of Communications and Informatization of Ukraine in the areas of quality supervision of electronic communications services, access to electronic communications networks and interconnection.
