EU experience in the fields of developing the fixed broadband communications, electronic communications activity, and consumer rights protection is shared in Georgia

On 26-27 March 2019, in Tbilisi (Georgia), experts of the Lithuanian and Polish regulators held seminars for representatives of the Georgian National Communications Commission (GNCC), ministries, other state institutions, electronic services providers, operators on strategic issues of developing the European Union fixed broadband communication, electronic communications activity, and consumer rights protection. These seminars were held by implementing the Twinning project GE/15/ENI/TE/01/16 (GE/27) “Supporting the Georgian National Communications Commission (GNCC) in developing of its electronic communications regulatory framework and operational capacities in line with EU regulatory framework”.

During the seminar held on 26 March, representatives of the RRT and the Polish electronic communications regulator UKE introduced the experience of Lithuania and Poland in practical implementing the goals of developing the EU broadband communication infrastructures to the colleagues and market participants and analysed practical aspects of applying these provisions in Georgia.

During the seminar on the topics of consumer rights protection, general terms of engagement in electronic communications activity, and public consulting held on 27 March, the RRT representatives briefed on the proposal draft laws, provisions bringing into line the national law with the European Union law. In Georgia, consumer rights protection raises a number of challenges, as no system for consumer rights protection has been created in the country – the only institution protecting the rights of electronic communications consumers is the GNCC.

Apart from these events, on 22 March, a sitting of the Supervisory Committee of the Twinning project took place in which the results of the project that has lasted for over a year were reviewed, as well as arising problems and possible ways for the solution thereof were discussed. The RRT is a senior partner implementing the project in cooperation with its Polish and German counterparts. Implementation of the project has been foreseen until the middle of 2019.
