Georgian colleagues gained experience in the field of supervising the provision of electronic communication services in Vilnius

On 6-10 of May 2019, representatives of the Georgian National Communications Commission (GNCC) visited Vilnius. GNCC experts came to Lithuania for a study visit organized by the RRT together with Polish and German partners by implementing the Twinning project GE/15/ENI/TE/01/16 (GE/27) “Supporting the Georgian National Communications Commission (GNCC) in developing of its electronic communications regulatory framework and operational capacities in line with EU regulatory framework”. The aim of this visit ‒ to familiarise Georgian regulator’s representatives with Lithuanian experience in the field of providing universal electronic communications services.

The Georgian colleagues were briefed by RRT experts on the legal regulation of the provision and supervision of electronic communications services, including universal electronic communications services, the role of national regulatory institutions in ensuring the provision of these services and protection of their consumers, and were familiarised with the procedures and technical solutions used by the RRT in monitoring the quality of electronic communications. The guests gained knowledge on electromagnetic compatibility tests of electronic, electro-technical, information technology and other equipment carried out in the RRT laboratory, also with devices used for qualitative and quantitative measuring of parameters, as well as radio monitoring.

The guests also had an opportunity to meet with representatives of the State Consumer Rights Protection Authority, Competition Council of the Republic of Lithuania, and the Lithuanian Radio and Television Commission who shared information on their practice and contribution in ensuring the protection of rights of electronic communications service users, competition in the field of electronic communications, also regulation of the radio and television program broadcasting (rebroadcasting) activity. Experience and insights of these institutions received great attention of guests, as, together with the regulation of this electronic communications activity, the GNCC also carries out the supervision over the protection of electronic communications service users’ rights, competition in the field of electronic communications and broadcasting (rebroadcasting).

Similarly great attention was also shown by the guests to meetings with representatives of the universal electronic services provider Telia Lietuva, AB, as well as Lithuanian Radio and Television Centre providing the services of data transfer, transmission of radio and television signals, radio-engineering equipment hosting, etc. During these visits the guests had an opportunity to familiarise with practical insights of the economic entities operating in the field of electronic communications and benefits ensured by effective supervision of this market.

This is already the fourth study visit of the Twinning project that has received an especially favourable feedback of the Georgian delegation. GNCC representatives expect to use the experience in strengthening the GNCC activities in Georgia.
