Lithuania continues to be among the world leaders in the field of regulation of information communication technology

Lithuania has once again been recognized in the world as one of the best in meeting the regulatory criteria in the field of information communication technologies (ICT). In the ICT Regulatory Tracker 2019 report, published by the International Telecommunication Union (ITU), Lithuania scored 96.5 points out of 100 possible for 2019 and took the third place. For 2018, this indicator was 95 points, according to which Lithuania was in the fourth place. Lithuania is surpassed only by Italy in the first position (99 points) and Ireland in the second (97 points). Latvia scored 90 points, Estonia 89.5 points, and Poland 88.5 points.

The purpose of these ITU reports is to identify the characteristics of each country’s regulatory system that would allow the identification of existing regulatory gaps and anticipate the development trends of ICT regulation in the near future. The ITU assessed the regulatory environment in each country on the basis of 50 separate indicators divided into four groups: regulatory authority (Lithuania’s assessment – 19 points out of 20), regulatory powers (20.5 points out of 22), regulatory policy (30 points out of 30) and competitive environment (27 points out of 28).
