RIGHTS AND RESPONSIBILITIES OF A USER
RIGHTS AND RESPONSIBILITIES OF A SENDER OF THE POSTAL ITEM
  • to receive the information on the provided postal service, the responsibility of a service provider, his/her/its rights and responsibilities;
  • to use all the services, provided by the provider of postal service at his/her/its own discretion;
  • to withdraw the postal item, till it has not been delivered to the recipient;
  • to file a complaint to the provider of service with regard to indeminification of the damage, incurred as a result of loss of a postal item, loss, lack of or damage to the sent articles/goods within the time period of six months from the date of dispatch of the postal item;
  • the sender is responsible for the content of the postal item.
THE INFORMATION TO A POSTAL ITEMS SENDER, USING THE UNIVERSAL POSTAL SERVICE

Prior to sending a postal item the sender must be aware of the following:

  • it is necessary to observe the requirements, established by the provider of universal postal service with regard to the package, packing of articles and the peculiar features of the sent articles/goods;
  • the articles/goods, prohibited to be sent are not accepted and those found in the parcel are confiscated;
  • a postal item cannot be sent with postage stamps out of circulation, cancelled, damaged, mint, used or invalid – in case the sender does not pay for sending of the postal item in another way, the postal item is returned to the sender;
  • it is necessary to keep the documents, evidencing the dispatch of the postal item till the receipt of the postal item by the receiver;
  • it is more reliable to send registered and insured postal items, since they are recorded into the waybills, therefore it is more simple to identify the circumstances of loss of the postal item or of loss or damage to the articles, contained in the postal item.

A sender of a postal item must observe the requirements, established by the provider of the universal postal service with regard to the package, packing of articles or peculiar features of the send article/goods.

RIGHTS OF A RECEIVER OF A POSTAL ITEM
  • to receive information on the provided postal service, the responsibility of a service provider, his/her/its rights and responsibilities;
  • to use all the services, provided by the provider of postal service at his/her/its own discretion;
  • to refuse to accept the delivered postal item (without unpacking it);
  • to receive a compensation for a lost or damaged postal item, missing or damaged articles/goods in case, where the sender refuses to indemnify for the damage and offers to pay the indemnification to the receiver in writing.
SITING OF RECEIPT LETTER-BOXES

According to the the Postal Law, the boxes for incoming postal deliveries shall be installed in an easily accessible place in every staircase of apartment houses, not higher than on the first floor, in the case of enterprises, institutions, organisations – at the main entrances, in gardeners’ societies – at the main entrances (driveways) into the garden area. Owners of individual houses shall install boxes for incoming postal deliveries at the entrance to their land plots or on the walls, fences and stands of the houses situated near the street.
