Remote Training Within the Framework of the Twinning Project in Ukraine Was Held

Implementing the Twinning project, a remote 2 day training session on electronic communications service quality (QoS) for 35 participants from the Ukrainian regulatory authority (NCCIR) and other governmental authorities was held on 18-19 August 2020.

8 Lithuanian and Latvian experts presented the EU framework, national legislation and practices of LT, LV and other MS related to coverage of networks, monitoring QoS in favour of informed end-user.

The main focus of this session was on the tools regarding comparison of QoS available to the end-users (measurements of QoS, speed tests, mapping based on mobile network coverage calculation, availability of electronic communications services provided via fixed network).

“A well-informed consumer is a good consumer,” noted Feliksas Dobrovolskis, Director of the Communications Regulatory Authority of the Republic of Lithuania, MS Project leader. So the topic on end-user education as a part of end-user protection was presented. It focuses on how the end-user protection is implemented in the EU legislation, the approach adopted on the national level and which means and methods of education must be taken to achieve the totality of end-user protection.

A well-informed consumer can make a more rational decision on choosing the correct electronic communication service. In the time of digitisation, the tools provided to end-users must meet their needs, be up-to-date and user friendly in order to strive for the goal of the end-user to be the central figure in the market, therefore raising awareness plays a key role in achieving this aim. Empowered consumers are a significant driver of growth, as they intensify competition and innovation.

Since September 2019, the Communications Regulatory Authority of the Republic of Lithuania (RRT) together with the Latvian Public Utilities Commission implements the European Union Twinning Project in Ukraine “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Areas of Market Access and Quality of Service Monitoring System”. The aim of this project is to strengthen and improve the capacity of the the National Commission for the State Regulation of Communications and Informatization of Ukraine in the areas of quality supervision of electronic communications services, access to electronic communications networks and their interconnection.

Project value: 1.3 million euros.
