Ukrainian colleagues have gained experience in the areas of consumer protection and quality of electronic communications in Vilnius

Representatives of the National Commission for the State Regulation of Communications and Informatisation of Ukraine visited Vilnius between 27 September and 1 October 2021. Ukrainian experts came to Lithuania for a study visit organised by the RRT as part of the European Union Twinning project in Ukraine “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatisation in the Areas of Market Access and Quality of Service Monitoring System”. The purpose of this visit was to familiarise the representatives of the Ukrainian regulator with Lithuania’s experience in the areas of consumer protection and quality of electronic communications.

“The quality of electronic communications services has always been important to consumers, and this is especially true now, given the rapid growth of teleworking and services. Therefore, cooperation among national regulatory authorities and sharing of their best experiences in monitoring the quality of electronic communications services is becoming increasingly important. We are pleased to share our practice with our Ukrainian colleagues,” said Giedrius Pūras, the Resident Twinning Adviser, RRT Deputy director.

RRT experts presented to Ukrainian colleagues the legal framework governing the provision and supervision of electronic communications services, the role of national regulatory authorities in ensuring the provision of these services and the protection of their users, as well as procedures and technical solutions used by RRT to monitor the quality of electronic communications services. The RRT also shared its communication experience aimed at informing consumers about their rights and obligations, highlighting its measures used to inform consumers and service providers during the global pandemic. 5G communication technology and its advantages were also discussed, as well as the situation of the European Union’s 5G priority bands (700 MHz, 3.6 GHz, and 26 GHz) used in Lithuania. Guests were also very interested in the European Commission’s “Safer Internet” project and the activities of the RRT online hotline “Clean Internet”.

They were able to take part in practical service quality assurance presentations, where they made test measurements in Vilnius and its surrounds together with RRT specialists. Colleagues monitored live Drive test measurements and mobile Internet data transfer speed in Vilnius centre using the G‑NetTrack Pro mobile application.

The Ukrainian delegation provided very positive feedback on the study visit of the Twinning Project. Colleagues hope to apply the experience gained in Lithuania to strengthen the regulator’s activities in Ukraine.

RRT in collaboration with the Latvian Public Utilities Commission has been implementing the European Union Twinning Project in Ukraine “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatisation in the Areas of Market Access and Quality of Service Monitoring System” since September 2019. The aim of this project is to strengthen and improve the capacity of the National Commission for the State Regulation of Communications and Informatisation of Ukraine in the areas of quality control of electronic communications services, access to electronic communications networks and their interconnection.
